This particular invocation of Papal Infallibility should not be confused with the Ineffabilis Deus papal bull of 1854, which concerns the immaculate conception of Mary.  The quick and dirty version of the 1854 bull is that for Jesus to be born without any sin, his mother had to be without sin as well, so God filled her with divine grace in the womb.  It’s yet another wonderful example of how ludicrous things can get when you try to apply logic to a system that is already on the outside edge of what rational people would call logic.
